Kelsey brings a wealth of knowledge and over 20 years of experience representing rural and urban municipalities throughout Alberta.

Kelsey is Co-Chair of Reynolds Mirth’s Municipal Law team and provides advice to municipalities on Council issues, elections, planning and development, tax recovery, enforcement, bylaws, pecuniary interests, Codes of Conduct, expropriation, inter-municipal disputes and assessment. In addition, she helps municipalities with the more traditional issues faced by all corporations, including reviewing agreements, litigation and employment issues. Kelsey is particularly interested in planning and development and working with Subdivision and Development Appeal Boards and has taught and lectured extensively on the topic.

In addition to her municipal work, Kelsey carries on practice of Employment Law, representing both employers and employees, and a general litigation practice. She has appeared at all levels of Courts in Alberta and before a number of boards and tribunals.

Kelsey has worked with several organizations to provide training to elected officials and municipal employees on such topics as municipal elections, councilor training, the impact of recreational cannabis on municipalities and Subdivision and Development Appeal Boards. As part of her election work, Kelsey has been retained as Returning Officer for both municipalities and First Nations.

For a number of years, Kelsey taught Planning Law at the University of Alberta for both undergraduate and graduate students in the School of Urban and Regional Planning and has lectured in the Faculty of Law on various municipal law topics.

When she isn’t traveling throughout the province meeting with clients, Kelsey enjoys spending time outdoors with her husband, four children and two dogs. She is also an avid runner and when she’s not hitting the pavement you can find her cycling, swimming, cross country skiing or making quilts.
